Schiller and Hersh designed, as sub-consultant to several local engineering firms, multiple Electrical and Mechanical Projects under consecutive open end contracts at the Philadelphia International Airport. Even though S&H was a sub-consultant, we acted as the prime professional and engineer of record for each of the projects listed below – our prime firm’s acted as a pass-thru for the contracts.
Most of these projects were fast track projects with very critical construction phasing, especially for the electrical projects where power interruptions were extremely critical and generally needed to be scheduled for periods not exceeding 15 to 30 minutes. All the renovation projects required that the continuous operation of the Airport be maintained. The following are representative of work performed under these contracts between 1990 and Present, however the list is far from exhaustive.

Philadelphia International Airport
General Services Contract (1990-Present)
- REPLACEMENT OF SUBSTATIONS TBE & FPE-1: The project included a new 4,000A, 480V switchgear lineups including integration with the airport-wide SCADA system. Construction Cost ~ $2,900,000. We provided a full short circuit and coordination study for the new switchgear and the upstream main 15kV switchgear serving the entire airport.
- MAIN TERMINAL SUBSTATION REPLACEMENT: Replacement of the main 15kV and 5kV switchgear including new 8MVA, 5kV transformers that feed the entire airport terminal complex. This work was performed under several separate contracts between 1992 and 2002.
- ISLAND AVENUE NORTH SUBSTATION REPLACEMENT: Replacement of the main 15kV and 5kV switchgear including new 2MVA, 5kV transformers that feed portions of the airport terminal complex and the Eastern end of the airport site.
- CARGO CITY SUBSTATION REPLACEMENT: Replacement of the main 15kV and 5kV switchgear including relocated 4MVA, 5kV transformers that feed portions of the airport terminal complex and the Southern end of the airport site.
- REPLACEMENT OF SUBSTATION TBD: Replacement of Substation TBD and design of special switchgear to fit in the footprint of existing substation. The project included a new 3,000A, 480V switchgear lineup including integration with the airport-wide SCADA system. Construction Cost ~ $530,000.
- CENTRAL UTILITIES BUILDING: Motor control centers replacement and Main unit substation replacement.
- TERMINAL BUILDINGS: Modernization and replacement of five unit substations. Design was done to install the new equipment in the same footprint as the existing ones in order to permit the reuse of all the connecting electrical feeders. Temporary services were specified to provide continuous electrical service.
- FIELD LIGHTING POWER DISTRIBUTION SYSTEM AND SUBSTATIONS. Modernization Design of Field Lighting power distribution system and substations.
- EMERGENCY GENERATOR FAILURE CONSULTATION: Survey and Study to determine the cause of the Emergency Generator Failure, coordination work with the Airport Staff and with the equipment manufacturer.
Terminal A-West, Philadelphia International Airport, Philadelphia, PA: In additional to our Open-End Contract work at PHL, we were a subconsultant to a Philadelphia-based engineering firm on the new 800,000 square foot Terminal A-West project (formally Terminal One). We were responsible for all the normal and emergency lighting systems in the entire terminal, including automated lighting controls with photocell daylight harvesting. We also were responsible for replacing the Cargo City Substation and upgrading the Main Terminal Substation. Cargo City Substation included all new 15kV and 5kV switchgear in walk-in protected aisle construction along with relocated 4 MVA, 5kV transformers and 900 KVAR, 15kV automatic power factor correction capacitor banks. Total Electrical Construction ~ $30,000,000 with our portion of the project at ~$10,000,000
