BGE Phase 1 & 2 Upgrades
Schiller and Hersh Associates was the electrical engineer of record for the project with Michael Baker InternationaI providing project management, civil, architectural and structural engineering services.
Project Scope:
Replacement of the existing South T1 10.5MVA transformer, including new SEL relay, control wiring modifications, cable replacements and South substation site LED lighting.
Replacement of (2) 35kV incoming North and South Switchgear lineups. New 35kV switchgear consists of protected aisle, walk-in, double-ended main-tie-main arrangements with (6) outgoing feeders each. Incorporation of one additional BGE 35kV feeder at each substation for a total (4) BGE 35kV feeds to the airport for additional redundancy.
Replacement of the 15kV relays and meters in the downstream 15kV switchgear housings at North and South Substation – these housings are the secondary mains and tie breakers off the (6) 10.5MVA 33kV – 13.8kV pad mounted transformers. Upgrades to the downstream 15kV switchgear housings at North and South substations, including new 125VDC batteries, emergency lighting, LED lighting and entry platforms with stairs.
Upgrades to the downstream (3) 15kV switchgear #1, #2 and #3 double-ended, main-tie-main lineups, including new relays, metering and 125VDC batteries.
New SCADA system integration for remote operations and monitoring of the equipment.
New door access controls and IP cameras for the North and South substation 35kV and 15kV switchgear housings and yards.
New HVAC system design for the new 35kV switchgear housings and the existing (5) 15kV switchgear housings with redundant heat pump systems with remote monitoring.
Short circuit, coordination and arc flash study, including coordination with the upstream BGE relays.
Highly complex and detailed construction phasing and sequencing to allow the North and South substations to be replaced while loads are maintained during normal airport operation hours. Power outages are only allowed at night from 1200 to 0300 hours. This requires construction of the 35kV switchgear in halves and complex switching operations for replacement of the 15kV relays and meters for each of the 15kV mains, ties and feeder breakers.
